What is same day voter registration? California's Oct. 19 cutoff
Same day voter registration is a process that lets an eligible citizen sign up to vote at a polling place or election office on or near Election Day, after the normal registration deadline has passed. In California, a voter who uses it casts a provisional ballot, which is counted once officials confirm eligibility.
Why it's in the news
Registration deadlines for the Nov. 3, 2026 midterm elections have passed in many states, including New York (Oct. 24), New Jersey (Oct. 13) and California (Oct. 19 for online registration). Same day registration is the remaining route for some voters in those states.
- How to Register to Vote — Midterm registration deadlines have passed in many states
Background
The online registration deadline for the Nov. 3, 2026 general election in California was Oct. 19. Under California's process, a person who missed that date can register as a conditional voter at a county elections office, a polling place or a vote center, within 14 days of the election or on Election Day itself. Applicants need a state driver's license or California identification card number, or the last four digits of a Social Security number. Anyone without these can still register and will receive a unique identifier.
In New York, the deadline for the 2026 midterms was Oct. 24, and New Jersey's was Oct. 13. New York allows registration during early voting, and because the registration deadline and early voting both fall 10 days before the election, there was one day when residents could both register and vote. Residents of New York who register on Election Day cannot cast a regular ballot in this election unless they met the Oct. 24 deadline.
The rules differ by state, which is why the question is in the news now. Voters who missed their state's deadline should check their county election office for whether same-day registration is available to them.
What people are asking
What is a provisional ballot?
A regular ballot placed in a special envelope before it goes into the ballot box. Officials confirm the voter is registered in that county and has not already voted, and then the ballot is counted.
Can New Yorkers vote if they register on Election Day?
No. New Yorkers who register on Election Day can do so, but they cannot cast a regular ballot in the 2026 midterm elections if they missed the Oct. 24 deadline.
