The background

WASHINGTON, Oct. 31 — The midterm elections are scheduled for Election Day, which is three days away. Republicans had said on Thursday that Trump would skip his Kansas and Iowa rallies and instead take part in telerallies aimed at 19 states. On Friday, a source said the in-person rallies were back on for Sunday, in addition to the telerallies. Both states are seen as competitive this year, with polls showing close Senate races in each.

Trump has held many rallies this month and has said his voice is wearing down. Some polls show Democrats gaining ground and possibly winning control of the House. In a separate development, a federal judge on Friday blocked the Justice Department and Homeland Security from pressuring election officials over ballots and voter rolls. The Michigan Democratic Senate nominee, Abdul El-Sayed, has asked his former primary rival, Rep. Haley Stevens, to skip his final campaign events. In Alaska, the Senate count could take weeks because of ranked-choice voting and mail ballots.

What happens next

Trump is set to hold rallies in Iowa and Kansas on Sunday, along with a series of telerallies before Election Day.
